From Kerala to a German university: the whole route, in order

The short answer

If you live in Kerala, your student visa application falls under the German Consulate General in Bengaluru, whose consular district covers Karnataka and Kerala. You appear in person at the German visa application centre in Kochi or Bengaluru — there is no German centre in Thiruvananthapuram. Four things run at once: the APS certificate from APS India at ₹18,000 non-refundable, admission from a German university, a blocked account holding €11,904 that releases at most €992 a month, and the online application on the Consular Services Portal. The mission's own student checklist puts processing at six to eight weeks after the appointment. Start the APS early: the mission's checklist makes the certificate mandatory for the visa, and APS India states no fixed processing time.

Which German office actually decides your case

Your address decides your mission, and nothing else does. The German Consulate General in Bengaluru states it plainly: its jurisdiction covers Karnataka and Kerala, and it is responsible for visa applications from residents of those two states only. A cousin in Mumbai or a relative in Delhi does not move your file. The National Visa FAQ of the German missions in India says the same in one line — you apply at the mission in whose consular district you have your place of residence.

You will not see that consulate at first. The application itself starts online on the Consular Services Portal at digital.diplo.de, where you register, fill in the national visa form and upload your documents. At the end of that process the portal hands you a link to book an on-site appointment through VFS Global, the service provider the German missions in India work with.

For a Kerala address the on-site appointment happens at one of two German visa application centres — and this is where a widely repeated claim needs correcting. The official centre list for Germany in India shows seventeen locations. Kerala appears once on it: Cochin. Thiruvananthapuram has a VFS centre, but not for Germany. If you are planning around a Trivandrum slot, you are planning around something that is not there.

  • Both centres offer an optional paid service that walks you through the portal registration and the uploads. VFS states outright that it has no bearing on how fast your visa moves or how it is decided.

Step 1 — the APS certificate, and why it goes first

The Akademische Prüfstelle in New Delhi verifies that your Indian academic documents are genuine. It does not judge your grades, it does not admit you anywhere, and it does not decide your visa. But the mission's student checklist calls the certificate mandatory, with four exceptions and no others: you are taking a non-German degree inside Germany, you are doing a PhD or post-doc, you hold a scholarship from German or EU public funds, or your studies build on a non-Indian school certificate or a non-Indian degree.

The fee is ₹18,000 and non-refundable once paid, whatever the outcome. What APS India will not give you is a timeline: its own FAQ says processing depends on how quickly schools, boards and universities answer its queries, and that it cannot state a fixed processing time for an individual case. Treat every figure you read elsewhere as somebody's estimate, not as a date you can build an intake around.

Two details in the APS leaflet cost Kerala applicants more time than anything else on the list. The first: your college will be contacted, and it has to reply from an official institutional email address — a Gmail address will not be accepted. Tell the office before the query arrives, not after. The second is a hard no on a document half of India sends anyway.

  • Do not send a medium-of-instruction letter or an exemption letter. The leaflet says it in capitals. Only language certificates approved by the German side count — Goethe-Institut / Max Mueller Bhavan, ÖSD, TestDaF, DSH for German; IELTS or TOEFL for English.
  • Without a preparatory language course, B2 in the language of instruction is the rule, so a B1 certificate is usually a stop, not a step.
  • Send copies, never originals. Documents not in English need a notarised English translation; documents already in English do not.
  • You will need your Aadhaar card with a linked mobile number, Class X and XII marksheets and certificates, every semester marksheet, and the degree — or the college's provisional certificate, if it is less than a year old.

Step 2 — what your Class XII certificate is worth in Germany

This is the part that changed in 2026, and it changes what a Kerala school-leaver can plan. APS India announced on 23 February 2026 that from winter semester 2026/27 an Indian Class XII certificate must show at least 70% of the maximum achievable overall marks — regardless of the examining board. CBSE, ICSE, the Kerala state board: same threshold. The criteria went into the anabin database on 15 March 2026, and applications submitted before that date are assessed under the earlier rules.

Above that threshold there are two routes, and both are subject-restricted — meaning they open a field, not the whole catalogue:

  • Class XII plus APS certificate qualifies you for a Studienkolleg, the preparatory year that ends in the Feststellungsprüfung.
  • Class XII plus APS certificate plus one successfully completed year of a bachelor's programme can take you straight into a German bachelor's in the same or a related field. APS India adds the sentence that matters: completing that year does not automatically guarantee direct admission — every condition has to be met.

Step 3 — check your own university before you pay anyone

German universities, uni-assist, the missions and the immigration offices all read the same database: anabin, run by the Central Office for Foreign Education at the Standing Conference of the Ministers of Education. Institutions carry a status — H+ means state or state-recognised, H− means not recognised, and H+/− means further criteria have to be met and the case is looked at individually. The status sits with the institution, so two colleges in the same district can differ.

Look yours up yourself, before an agent tells you what it says. And read anabin's own caveat while you are there: the database makes no claim to completeness. A blank entry is not a verdict, it is a blank entry.

Most applicants from central and southern Kerala hold a degree from one of six state universities. Each is getting its own page here, with the transcript route and the document set that university actually asks for:

  • Mahatma Gandhi University, Priyadarshini Hills, Kottayam — state university since 1983
  • A.P.J. Abdul Kalam Technological University (KTU), CET Campus, Thiruvananthapuram — since 2015

  • Kannur University, Thavakkara, Civil Station, Kannur — since 1997

Step 4 — if you are applying for a master's, check whether the dMAT applies to you

A second test entered the APS procedure in June 2026, and it lands squarely on Kerala's most common master's profile. The Digital Master Test (dMAT) is required for master's applicants whose previous degree falls in Engineering, in Commerce / Accounting / Finance / Economics, or in Business / Management, and who are applying for the summer semester 2027 intake or later.

It is run by g.a.s.t., not by APS India, and it costs €150. Registration for the first test closed on 15 September 2026; that test takes place on 26 September 2026, with results due on 12 October 2026. Neither g.a.s.t. nor APS India has published a later test date yet, so if you missed the first round, watch the official dMAT page for India rather than any date quoted elsewhere. The certificate has to go in together with your APS documents — it does not replace the APS verification, and it does not replace an admission decision.

One point of local geography is worth knowing: of the Indian test centres, exactly one is in Kerala — Mananthavady in Wayanad. Everything else means Bengaluru, Chennai or further. For most of the state that is an overnight trip, so book the seat and the travel in the same sitting.

Step 5 — applying to the universities

Many German universities route international applications through uni-assist, which checks your certificates against the admission rules. It charges €75 for your first application in a semester and €30 for each further one, the same for a VPD as for a standard application. The fee buys the check, not the outcome — it is due regardless of the result, and it does not come back.

Your letter of admission then has to do more than admit you. The mission's checklist asks for confirmation of the language of instruction, and confirmation if the degree awarded is not a German one. An admission letter missing that line is an incomplete document at the counter, no matter how genuine it is.

Step 6 — the money

The mission wants proof that you can live for a year without working. The usual instrument is a blocked account holding €11,904, with written confirmation that no more than €992 a month can be withdrawn. The checklist names two alternatives that carry the same weight: a formal Verpflichtungserklärung from a sponsor living in Germany, or proof of a German or EU scholarship.

The check is not the amount, it is the acceptance. Blocked accounts are offered in Germany and in many other countries, but before you rely on one opened outside Germany, confirm that the authority deciding your case accepts that specific proof of funds — the mission for the visa, and after you arrive the immigration office for the residence permit. Ask both before you transfer, not in your fourth week.

Step 7 — the appointment in Kochi or Bengaluru

By the time you sit down at the counter, the portal work is done and the folder is the whole job. The checklist is specific in ways that catch people out: two identical sets of everything, copies in A4, three identical biometric photographs, a passport issued within the last ten years with at least two empty pages, and the originals of every document with you on the day.

The application form and the declaration under § 54 of the Residence Act go in twice, as does the declaration on additional contact and legal representation. Add a CV, a signed motivation letter explaining the subject, the country and that university, and travel health insurance covering the first 90 days from your intended date of entry. If your university charges tuition, bring proof that you paid it.

The visa fee is ₹8,400 (€75) from age 18 and ₹4,200 (€37.50) below it, paid in rupees at the exchange rate on the day of the appointment, and it is a processing fee — it stays with the mission whatever the decision. On top of it comes the VFS logistics fee for a long-term visa: ₹1,093 in Kochi, ₹1,112 in Bengaluru.

Then it goes to Germany. Your application is forwarded to the immigration authority responsible for your university town, and the mission's own checklist puts that at six to eight weeks. The missions also ask applicants not to chase status inside the first three months, because the enquiries themselves slow the queue. Build your intake around that, and note that the mission reserves the right to ask for further documents or for certificate verification at additional cost.

Step 8 — the first weeks in Germany

The visa gets you in; it does not settle you. Within the first two weeks you register your address at the Bürgeramt, and that registration is the key that turns everything else — bank account, tax ID, residence permit appointment. Your travel policy covers 90 days, so student health insurance in Germany has to be arranged, not assumed.

Common mistakes

  • Planning around a Trivandrum appointment. The German centre list for India has Cochin and Bengaluru, not Thiruvananthapuram.
  • Starting the APS after you have an admission letter. APS India gives no fixed processing time, and your enrolment deadline will not move for you.
  • Sending a medium-of-instruction letter or an exemption letter instead of an approved language certificate. The APS leaflet rejects both in capitals.
  • Assuming a strong Class XII alone opens a German bachelor's. From winter semester 2026/27 it needs at least 70% of the maximum marks, and even then it leads to a Studienkolleg unless a completed bachelor's year comes with it.
  • Master's applicants from engineering, commerce or business planning their APS for the summer 2027 intake without checking when the next dMAT registration opens.
  • Letting your college answer the APS query from a Gmail address. It will not be accepted.
  • Budgeting the uni-assist fees as refundable. They are due whatever the checking procedure concludes.
  • Opening the blocked account in India and treating the money question as closed. The German account is usually a second, separate step after arrival.
  • Bringing one set of documents. The mission asks for two identical sets in A4, plus the originals on the day.
