The APS certificate: the step Indian students start too late

The short answer
APS stands for Akademische Prüfstelle. The Academic Evaluation Centre, attached to the Science Section of the German Embassy in New Delhi, verifies that your Indian academic documents are genuine before you apply for a student visa. It runs as a separate procedure for applicants with Indian, Chinese and Vietnamese documents. The fee is 18,000 rupees and non-refundable once paid. APS India states that it cannot give a fixed processing time: verification depends on how quickly your school, board or university answers its queries. From the summer semester 2027 intake, selected Master's applicants also sit the dMAT. It confirms your documents are real — it does not decide admission or the visa.

What does the APS check, and what does it not check?
The APS checks that the degrees, marksheets and transcripts you present are real and that they say what you claim. That is all. It does not assess whether your grades are good enough, whether a university will take you, or whether a visa will be granted — those decisions stay with the university and the mission.
What decides your timeline is not on your desk. APS verifies by writing to the institutions that issued your documents, and its own FAQ ties the duration to exactly that: schools, boards and universities have to reply.
So tell your college and your university in advance that you have submitted documents for verification, and that a query is coming. A request that lands cold sits in somebody's inbox until it is understood.
Tell both, because at an affiliated college the awarding body is the university, not the college named on your certificate. That is the normal case across Kerala, where colleges affiliate to Mahatma Gandhi University or APJ Abdul Kalam Technological University.
One formal detail sinks more replies than it should: APS accepts answers only from an official institutional email address. A reply from a gmail.com address or a similar private domain does not count, and your file waits while somebody works that out.
When do you not need an APS certificate?
In four situations, and they turn on your degree or your funding rather than on your passport. The checklist the German Missions in India publish for student visas, in its September 2024 edition, puts it the right way round: an APS certificate is always mandatory unless one of the following applies to you.
- You will obtain a non-German degree in Germany. A double degree or a programme awarded by a foreign partner institution.
- You are coming for a PhD or post-doc.
- You hold a scholarship from German or EU public funds. A scholarship from an Indian source does not have this effect.
- Your studies build on a non-Indian school certificate or a non-Indian degree — an International Baccalaureate, a British Bachelor, a Turkish Master. This is the exemption Indian applicants most often overlook and it turns on the document, not on your passport.
What documents does APS India ask for?
Everything from Class X onwards goes to APS India by courier: school papers, every semester marksheet, and the degree, with no originals in the parcel. The list below is the set in the APS India leaflet for applicants holding a Bachelor's or Master's degree, valid as of June 2026. Keep your courier tracking details.
- The printed, signed application form with a passport photo not older than six months, plus a copy of the fee transfer receipt.
- A copy of your Aadhaar card with the mobile number linked to it. This one catches people whose linked number has changed since college.
- Class X and Class XII marksheets and certificates, plus the Class XII admit card if you still have it.
- Marksheets of all semesters. All of them, not a consolidated statement alone.
- Your degree certificate, or the provisional certificate from your college if the degree has not been issued yet. The provisional certificate is accepted only if it is not older than one year.
- Language certificates and the signed Student Authorization Letter, plus the dMAT certificate where the requirement applies to you.
Which Indian documents get rejected, and why?
Two habits account for most of it: paying to notarise a translation nobody asked for, and offering a medium-of-instruction letter as language proof. Both come from advice that is sound in India and wrong for this procedure.
Take translations first. Documents already in English need no notarisation. Documents in Malayalam, Hindi or any other language need a notarised English translation. Paying a notary for a document that was already in English is money you do not get back.
Second, the language proof. The leaflet is emphatic about this and it is aimed squarely at Indian applicants: for the visa process only certificates approved by the German government are accepted — Goethe-Institut and Max Mueller Bhavan, OeSD, DSD, IELTS, TOEFL. Medium-of-instruction letters and exemption letters from your university are explicitly not accepted. Many Indian colleges issue them readily and many applicants assume they settle the English question. They do not.
One more, for a route that is common in Kerala: a diploma from a recognised polytechnic or vocational training centre can be submitted, but APS notes that such certificates by themselves cannot be treated as equivalent to a bachelor programme at a recognised Indian university.
The dMAT: who has to sit it, and from when?
Two conditions have to be true together, and APS India states them in one sentence: your previous degree falls within one of the published fields and your application relates to the summer semester 2027 intake or a later one. Miss either and the dMAT does not apply to you.
The published fields fall into three groups: engineering; commerce, accounting, finance or economics; and business or management. Between them those three cover a large share of Indian Bachelor's graduates, so check whether you are in scope rather than assuming you are not.
Check the cut-off before you assume the test applies to you at all. APS India exempts anyone who completed the APS online registration before 29 June 2026, or shipped the complete APS documents before that date, or already holds an APS certificate for a finished procedure. It also names groups outside the requirement entirely: Bachelor's applicants, PhD applicants, and participants in officially confirmed exchange, double-degree or university partnership programmes.
The test is run by g.a.s.t., not by APS India, and it is booked and paid for separately. On the fee, be precise about who says what: g.a.s.t. charges it, but publishes no amount on its own dMAT pages; the figure comes from APS India's dMAT page, which states a current fee of 150 euro payable at registration and was last updated on 13 July 2026. Treat it as the figure to confirm at registration, not as a fixed price.
And read what the dMAT does not do: it replaces neither the APS document check, nor anabin and formal recognition, nor a university's admission requirements, nor the admission decision itself. APS India also states it is not a stand-alone pass/fail test — a low score does not by itself cost you the APS certificate, though the result is shown on it.
Is your subject on the dMAT list — and what if it is not?
Not finding your subject on the list does not put you outside the requirement. APS India publishes the fields as a separate document, *dMAT India – List of Affected Previous Degree Fields*, version 1.0 of 29 June 2026, naming 245 degree titles across the three groups. The list describes itself as guidance and, in its own words, not exhaustive: APS India classifies related or mixed fields on the official degree title, branch, major, honours subject or specialisation shown in your documents.
The trap runs the other way too, and the same list spells it out. A title that merely contains the word engineering, management, business, commerce, finance or technology is not enough on its own if the official degree title, duration and discipline do not match the applicable degree specifications.
The list names the borderline cases that matter most for Indian applicants. Computer Science and Engineering, Computer Engineering, Information Science and Engineering and Information Technology and Engineering are covered. Standalone Computer Science, BCA, B.Sc. Information Technology, B.Sc. Data Science, artificial intelligence and cyber security are not automatically covered, and neither are B.Sc. Biotechnology, food technology or textile technology without an engineering designation, architecture, planning, pharmacy, law, education, or the health science degrees.
Sector-specific management subjects sit in their own section and are decided case by case: hotel and hospitality management, tourism and travel management, aviation and airport management, hospital administration and healthcare management, construction and infrastructure management, including their BBA variants. APS India is explicit that appearing in that section says nothing about whether the degree is formally recognised for higher education access in Germany.
Do you have to wait for the dMAT certificate before sending your APS documents?
No — and this is where most second-hand advice gets it wrong. APS India allows affected applicants for the summer semester 2027 Master intake or later to submit their APS application documents before the dMAT certificate is available, and it may begin the document verification in the meantime. That matters when a university deadline is tight.
What it cannot do is finish. The APS certificate is issued only after the dMAT certificate has been submitted and the result checked against what g.a.s.t. reports.
The exception covers the dMAT certificate and nothing else. Every other required academic document has to be complete in your first submission, because APS India does not accept additional or updated qualification documents later in the same procedure.
When should you start the APS?
In parallel with your university applications, or before them. The certificate is not tied to a specific university, so nothing you do early is wasted — and if you apply through uni-assist, the APS certificate is part of what uni-assist requires from applicants with Indian documents in the first place.
The expensive error is the opposite: treating APS as a visa document and starting it once the admission letter has arrived. By then the verification queue is entirely outside your control, and your enrolment deadline does not move.
Where the dMAT applies to you, book the test as early as you can. You may send your APS documents without waiting for the certificate, but APS India cannot issue the APS certificate until the dMAT result is in — so the test date, not the parcel, is what sets your earliest finish.
What should you settle before you pay?
- The fee is non-refundable once paid. Check your document set against the current checklist before you courier anything.
- Keep the certificate file untouched. APS issues it as a signed PDF and requires it to be submitted unchanged to universities, uni-assist, VFS and the visa section. A re-scanned or re-saved copy is not the same file.
- Ask about validity in writing. The published FAQ does not say whether the certificate expires. If you plan to apply across more than one intake, get that answer from the office rather than a forum.
- Nobody can accelerate it for you. APS ties the timeline to third-party replies, so anyone charging a premium for "fast-track APS" is selling something the office does not offer.
- Plan what comes after. With the certificate in hand you apply for the student visa through the Consular Services Portal and VFS. The mission responsible for you depends on where you live: Karnataka and Kerala belong to the German Consulate General in Bengaluru.
Common mistakes
- Starting the APS after admission instead of before or alongside the applications.
- Budgeting a fixed number of weeks for a procedure whose length depends on how fast your college and university answer.
- Submitting an incomplete document set — the 18,000 rupees do not come back.
- Forgetting the Aadhaar mobile number, the Class X papers or a single semester marksheet, all of which are on the checklist.
- Sending a provisional certificate older than one year, or sending original documents at all.
- Submitting a medium-of-instruction or exemption letter as language proof; the leaflet rules both out.
- Letting your college reply to an APS query from a gmail.com address instead of an official institutional one.
- Reading the dMAT exception too widely: it lets you hand in the dMAT certificate late, not any other qualification document — those have to be complete in the first submission.
- Assuming the APS certificate improves your admission or visa chances; it verifies, it does not endorse.
